Monitor is the independent regulator of National Health Service foundation trusts (last year it published an updated edition of its
Code of Governance for NHS Foundation Trusts). Under the
Health and Social Care Bill, Monitor's role will change and foundation trust governors will have much greater responsibilities in respect of the accountability of the foundation trust board. Whether governors will be able to fulfil these increased expectations is a concern for the Committee, which recommends that the Government should, if necessary, provide additional resources to Monitor (for the purposes of supporting boards and governors) or consider delaying the introduction of the governors' new responsibilities.
